DIGITEUL
Software solutions

Solutions built for African realities.

Every DIGITEUL solution was born from a real project, within an African institutional context. No theoretical demos: systems that are deployed, used, maintained and handed over to local teams.

Four domains of proven solutions.

Civil registry & identity

Digital civil registry

Complete information-system architecture for digitising, consolidating and managing the national civil registry.

The fruit of ten years of experience on the EU-funded NEKKAL (Senegal) and MODERO (Central African Republic) programmes. The solution covers the digitisation of paper archives, the indexing of civil records, the management of registry offices, interconnection with courts and health facilities, all the way to the consolidated national registry.

Key features

  • Record digitisation & indexing (ECM)
  • National Civil Registry (RNEC)
  • Court & hospital interconnection
  • Supervision dashboards
  • Secure record-issuance module
  • Training and handover to local teams
Health & social protection

Universal Health Coverage platform

Integrated system for managing beneficiaries, contributions and reimbursements across universal health coverage programmes.

Built for Senegal's National Universal Health Coverage Agency (ANACMU), this system combines biometric identification of beneficiaries via the ECOWAS national identity card, electronic collection of contributions (mutual-insurance crowdfunding), monitoring of 676 health mutuals and the processing of free-care initiatives (SESAME, haemodialysis, caesarean section).

Key features

  • ECOWAS biometric identification
  • Mutual & beneficiary management
  • Electronic contribution collection
  • Free-care invoice processing
  • Citizen mobile app (SamaCMU)
  • Data warehouse & reporting
Natural resources

GIS for natural-resource management

Geographic information system for the sustainable management of forests, traditional energy sources and soil resources.

Designed under the PROGEDE2 project (IDA/World Bank funding), this GIS enables the mapping and monitoring of forest resources, the planning of supply basins for domestic fuels, the integration of field data and the steering of the sustainable-management strategy by national administrations.

Key features

  • Forest-resource mapping
  • Supply-basin monitoring
  • Field capture & offline synchronisation
  • Decision-support dashboards
  • Monitoring & evaluation system
  • Hydrocarbons Directorate interface
Bespoke

Sector information systems

Design and deployment of line-of-business information systems for the banking, microfinance, real-estate and public-institution sectors.

From core banking systems (BHS, BICIS, SGBS) to microfinance platforms deployed in Morocco, Mali, Gabon and Egypt, DIGITEUL masters the design of complex information systems in multi-stakeholder environments. Every project follows an architecture-first approach, ensuring scalability and longevity.

Key features

  • End-to-end IS architecture (2TUP, UML)
  • Banking & microfinance modules
  • Risk centralisation
  • Interfaces with third-party systems
  • Security & service continuity
  • Migration & overhaul of legacy systems
Our approach

From prototype to national rollout.

DIGITEUL does not deliver off-the-shelf software. Every engagement begins with an in-depth analysis of the institutional context, business processes and local infrastructure constraints.

The source code belongs to the client. Documentation is exhaustive. Training of local teams is systematic. Because a system that cannot live without its vendor is not a sovereign system.

01

Analysis & framing

IS audit, requirements gathering, target architecture

02

Design

UML, functional mock-ups, technical design

03

Development

Agile, continuous testing, systematic code review

04

Deployment & handover

Team training, documentation, post-go-live support

Key benefits

What these solutions change in practice.

Beyond features, every DIGITEUL deployment is designed to deliver measurable, lasting outcomes that local teams can fully own.

Fast time-to-market

A reusable application core and a proven agile method: the first modules go live in a matter of weeks, not years.

Security & compliance

Data encryption, access logging and full record traceability, aligned with the regulatory requirements of administrations and donors.

Sovereignty & local hosting

Source code handed over to the client and deployment on national infrastructure: your data stays under your control, on your territory.

Integration with existing IS

Connection to the registries, business applications and third-party systems already in place, with no costly rip-and-replace.

Support & evolution

Corrective and evolutive maintenance, skills transfer and exhaustive documentation to make your teams self-sufficient over time.

Impact measurement

Built-in dashboards and monitoring-and-evaluation indicators to steer by data and report back to funders.

Integration

Built to interface with your existing systems.

A sovereign solution is not an island. Our systems expose documented APIs and rely on interoperability standards to communicate with national registries, business applications and third-party services already in place.

Secure exchanges, master-data synchronisation and bespoke connectors: we orchestrate the flow of data across your systems with no breaks and no double entry.

Your context is unique.

These solutions are starting points, not black boxes. Let's discuss your specific needs to identify the best approach.
